Highway Trust Fund
U.S. government program funded by taxes on motor fuels, tires, and trucks. Used for the construction and maintenance of highways and bridges and mass transit.

Highway Use Taxes
Taxes, such as the fuel tax, assessed by the federal and state governments that are designed to pay for the construction, maintenance, and policing of highways.

Hopper Cars
Railcars that permit top loading and bottom unloading of bulk commodities. Many have permanent tops with hatches to provide protection against the elements.

Horizontal Play/Horizontal Hub
A facility or organization that is providing a common service across many industries.

Hostler
A person who moves trucks and trailers within a terminal or warehouse yard area. Also referred to as yard drivers or spotters.

House Air Waybill (HAWB)
A document that serves as a receipt for goods to be transported by air that the forwarder will consolidate with cargo from other shippers for transport.

House Bill of Lading
A document issued by a freight forwarder to a shipper as a receipt for goods that the forwarder will consolidate with cargo from other shippers for transport.

Hub
A central location that connects many routes (or spokes) in a network. Applicable for air, trucking, rail, maritime, and warehouse operations.

An airport that serves as a focal point for an airline or region of the origin of outbound flights, termination of inbound flights, and connection between flights.

Human Resources (HR)
The department charged with finding, screening, recruiting and training job applicants, as well as administering employee-benefit programs.

Hundredweight (CWT)
100 pounds. A pricing unit used in transportation rates.
